<title>SGT. RONALD HARRISON - Killed By Michael Allen Phillips</title>

BRANDON -- Michael Allen Phillips lived in trouble.<br />
<br />
He strutted through the suburbs shirtless, a tattoo of a skull on his arm and a pistol on his belly. The man whose first arrest came at age 12 smoked his tires on Tradewinds Drive, fired gunshots into the sky and talked about his disdain for cops.<br />
<br />
"You knew," said Lynn D'Ovidio, 62, who lives down the street, "that the kid was destined for a bad end."<br />
<br />
It came at 3:46 a.m. Wednesday, with two shots from snipers through the upstairs window of the home he shared with his mother, who stood wailing outside in her pajamas.<br />
<br />
He had killed an upstanding Hillsborough County sheriff's sergeant named Ronald Harrison two hours before, barricaded himself inside the home and fired volleys at the officers surrounding his house, officials said.<br />
<br />
He paid in blood, leaving behind few cryptic clues to what brought together two very different men on a dark stretch of suburban asphalt.<br />

Tuesday night was typical for Sgt. Harrison.<br />
<br />
The 27-year veteran was spearheading an operation on State Road 60 to take drunks off the streets. It kept Harrison, 55, out late, but that was him. Practice what you preach.<br />
<br />
The deputy who taught DUI enforcement classes across the state was in a good mood, joking around with Ellen Snelling from the Tampa Alcohol Coalition.<br />
<br />
"He just seemed happy," she said.<br />
<br />
And why not? The former youth football coach had climbed the ranks of the Sheriff's Office and was nearing retirement. He was a proud family man, with three daughters, one a detention deputy, and a son. He drove a black Corvette and lived in a new townhouse where he made easy friends with the neighbors.<br />
<br />
He was proud to be teaching a weeklong DUI training camp which finally came to Hillsborough County.<br />
<br />
As the hour grew late, he walked a friend with Mothers Against Drunk Driving to her car.<br />
<br />
"Be careful," she told him.<br />
<br />
He drove his unmarked Crown Victoria to a 7-Eleven on Kings Avenue. The surveillance cameras recorded him going inside then heading back to his car. <br />
<br />
At 12:38 a.m., he radioed to say he had secured the DUI checkpoint. <br />
<br />
That was last anyone heard from Sgt. Harrison.<br />

A sheriff's official detailed what happened next: A woman called emergency dispatch at 1:08 a.m. She wouldn't say her name. <br />
<br />
She told a dispatcher someone was shooting up the neighborhood. <br />
<br />
A few minutes after 1 a.m., dispatchers got a call of an automobile crash on S Kings Avenue. Deputies sped to the scene and found a squad car smashed into a tree, glass and plastic covering the ground.<br />
<br />
Inside was Sgt. Harrison, bleeding from bullet wounds in his torso. They tried to talk to him. They radioed for an ambulance. They couldn't make him respond.<br />
<br />
He was rushed to Brandon Regional Hospital, but it was too late. <br />
<br />
They called the anonymous tipster back. She admitted she was Rosa Bradley, Phillips' ex-girlfriend and the mother of his 3-year-old child. <br />
<br />
She said her boyfriend told her he had just killed a cop and was coming after her family. <br />
<br />
Across town, at 1:12 a.m., patrol units arrived at 1707 Village Court.<br />

Michael Phillips wouldn't come outside.<br />
<br />
The 24-year-old with at least 23 arrests on his record -- things like aggravated assault, armed burglary and resisting arrest -- was holed up in a second-floor room as officers encircled his house and climbed onto surrounding roofs. They told neighbors to put out their porch lights.<br />
<br />
Two masked SWAT members warned Jo Ann Marshall to move away from the windows. She knew it had something to do with the neighbor, the man kids called "Crazy Mike," who smoked marijuana in strawberry-flavored Philly Blunts and played rap music that rattled the windows.<br />
<br />
Marshall said Phillips would shoot live rounds in his backyard. He berated her family and made passes at her 16-year-old daughter. She said Phillips recently told her police "would never catch him" on his motorcycle.<br />
<br />
"He made the statement many times that 'I don't like cops,'" she said.<br />
<br />
Phillips had terrorized Rosa Bradley for years. She had pursued two court injunctions against him, and records show she had called the police on him several times. He had wrecked her car, threatened her family. She wrote in court papers that he claimed he was going to break her neck.<br />
<br />
Deputies contacted Phillips' mother, Regina Van Amburg, who said she was "in fear of him," Sheriff David Gee would say later. Officers removed her from the house, along with Phillips' younger brother.<br />
<br />
Negotiators tried to communicate with Phillips by telephone, but he wasn't cooperative.<br />
<br />
He asked if they knew what 88-14 meant. Eighty-eight is a reference to "Heil Hitler," officials said, and 14 a reference to the number of words in a white supremacist creed: "We must secure the existence of our people and a future for white children."<br />
<br />
No neighbor interviewed had any indication he was a white supremacist. <br />
<br />
"The conversations were very short," Gee said. "His answer after he would speak was gunfire." Shell casings from a .45-caliber pistol bounced off the roof.<br />
<br />
The next time Phillips fired from the window, the SWAT team had orders to fire back. <br />
<br />
Two snipers' bullets ended the ordeal.<br />

The few clues to Phillips' motivation are cryptic.<br />
<br />
"He wasn't an overall bad guy," said Phyllis Edwards, who once called the police when she suspected Phillips shot out the streetlight near her home. "He was just a young man who was striving for attention."<br />
<br />
"He wanted to have respect," said Allan Pore, who lives near Phillips. "He wanted to force you to respect him."<br />
<br />
At the center of the storm stands Rosa Bradley.<br />
<br />
She came to the door at her home Wednesday, her green eyes swollen, her hair a tangled mess. She told a toddler on the other side of the door to stand back as she stepped outside. She said she didn't know what to say. She was frustrated that it ended this way, frustrated that police didn't take her "ongoing ordeal" with Phillips seriously, until now, when it got a sergeant killed and could have wiped out her family.<br />
<br />
"They didn't want to do anything about it until something happened to one of their own," she said.<br />
<br />
She said she and her family called the Sheriff's Office numerous times in the past two years, including once when Phillips shot at the home.<br />
<br />
"They were here when he peeled out of here," she said. "Mike was mentally unstable, but he was a good person, too."<br />
<br />
She couldn't keep talking about it, she said, and as a news television truck pulled up, she let out a cry, and her mom sprang out the door, pulled her inside and walked out onto the lawn, telling reporters to go away. The family had been through enough.<br />
<br />
Bradley's father, Carey Bradley, said that his daughter woke him and his wife up shortly after midnight with a phone call. She said Phillips told her he had just killed a cop. <br />
<br />
His wife looked out the window and saw Phillips in his car, but then Phillips sped off.<br />
<br />
"It's just a tragedy, you have a brilliant police officer dead," he said.<br />
<br />
Bradley, an Air Force master aergeant at MacDill Air Force Base, said that Phillips was mentally disturbed, but that he didn't know more about his problems. Once, he said, Phillips showed up at the house looking for Rosa, and Bradley confronted him with a gun, but Phillips still wouldn't back down. Bradley said he had called the sheriff's Office several times on Phillips in the past few years.<br />

The last sheriff's deputy to be shot in Hillsborough was Lemon Harvey in 1981. Sgt. Harrison got a letter in 1983 from Sheriff Walter Heinrich and Assistant State Attorney Mark Ober complimenting his work in the homicide investigation.<br />
<br />
"Your long hours of investigation have paid off by the sentencing of Hill Andrew Williams," Heinrich wrote. "I want to thank you for your tireless efforts on behalf of this department and the community."<br />
<br />
Wednesday night, as the sun fell, a man sandblasted words on a slate of granite in front of the Sheriff's Operations Center, alongside Lemon Harvey and 12 others, all fallen deputies.<br />

From what we understand the reason he is considered armed and dangerous is that he assaulted someone with a firearm. He is also a minor and we're limited to sharing certain types of information. We needed to inform everyone about how dangerous he is. There is a warrant for his arrest and he is a special project here at The Floridian Alert System. If you have information that will help us achieve a no Bond status, I'm sure everyone will appreciate it. We are seeking information that will help us better understand how this child thinks or what he might be capable of. <br />

John Andrew Morrison, 17, of Neil Street in Plant City, faces charges of robbery with a firearm, aggravated assault with a deadly weapon, obstructing an officer, carrying a concealed firearm, battery, and being a felon in possession of a weapon.<br />
<br />
A person from The Floridian Alert System called the Sheriff's Office after recognizing John Morrison hanging out on the corner of Maryland Avenue and Alabama Street, Vice president of The Floridian Alert System said.<br />
<br />
When deputies confronted Morrison about 7 p.m. Saturday, he started running away and threw a .32 caliber revolver from his pocket, Deputies said. Deputies chased him for several blocks before they were able to take him into custody.<br />
<br />
Morrison had previously been charged as an adult, deputies said he was taken to the Hillsborough County Jail, where he will be held without a bond.</span><br />

On December 26, 2009, an alert was sent from The Floridian Alert System to Hillsboro County Sheriff's DII Street Crimes Unit and were told that John Morrison was hanging out on the corner of Maryland Ave/Alabama St. in Plant City selling crack.<br />
<br />
John Morrison was featured on The Floridian Alert System as one of Florida's 10 most wanted fugitives. He also had warrants for armed robbery, battery, and violation of probation and also aggravated assault with a deadly weapon.<br />
<br />
As deputies approached, John Morrison fled on foot and pulled a .32 caliber revolver from his right front pant pocket and tried to discarded it by throwing said firearm on the ground. Hillsboro County Deputies chased John Morrison on foot for many blocks where he was eventually captured and taken into custody. In addition to several outstanding warrants, John Morrison was charged with carrying a concealed weapon, Felon in possession of a firearm and resisting arrest without violence.<br />

John Morrison had previously been adjudicated as an adult. He will be taken to the Hillsborough County Jail and held without bond.</span>]]></description>

Why/How: Hillsborough County deputies responded to 507 Oakwood Avenue South in Brandon in reference to a shooting. The complainant (a family member of Vincent Thomas) heard shots fired and called authorities.<br />
<br />
When deputies arrived they discovered the three deceased males in the backyard of the residence. Two of the victims (Vincent and Tony) had been shot while Rafael Guadalupe on the other hand had been stabbed. A fourth victim "Ralph Arroyo" who had been battered at the scene approached responding deputies. There is really no telling if any information acquired from Ralph Arroyo is true. <br />
<br />
Preliminary indications are that all the victims are acquaintances with each other and were in the backyard together when the suspects vehicle arrived. The suspects (multiple) went directly to the backyard and a confrontation ensued resulting in the shooting and stabbing. The suspects then fled northbound from the scene in a red Mustang GT with tinted windows. Based on information received via a tip, law enforcement in Orange County just outside of Orlando recovered one of the suspects vehicle.</span><hr><br />
<span style="color: red">Esteban Merchan, DOB 6-17-90 beat up Ralph Arroyo and was present when unknown others were believed to have killed these 3 individuals and fled the scene. All though this looks like some sort of Gang activity, we believe that the suspects may not have known the victims on any personal level.<br />
<br />
Why was Ralph Arroyo left alive? We would have to assume Ralph knew the suspects. The suspects must have been angry with Ralph as well, or was the incident with Ralph Arroyo independent. It looks like we have 2 incidents that happened at or around the same time the others were killed.<br />

Why/How: As a result of the ongoing investigation into the triple homicide that occurred on December 29, 2009 (see press release 09-347), Esteban Merchan has been identified as having attacked and committed the Aggravated Battery on the surviving victim, Ralph Arroyo.  Merchan was identified based on witness statements.<br />
<br />
At this time, investigators are continuing to investigate Merchan’s involvement in the triple homicide and a warrant has been issued for Merchan charging him with one count of Aggravated Battery with a Deadly Weapon (knife) involving the victim Arroyo.<br />
<br />
Investigators have further information that Merchan may be operating a 2009 Silver Toyota Prius, four door, with Florida tag V 8 0 8 S D and may be driving to New York State. He is considered armed and dangerous.<br />

<span style="font-weight: bold">May 7, 2010</span><br />
During the early morning hours, Hillsborough County Sheriff’s deputies respond to an intrusion alarm at the Ace Hardware Store located at 10415 Highway 39 South in Lithia. Deputies discover that someone has used a vehicle, possibly a pick-up truck, to drive into the store. Suspects entered the business by crushing the doors and windows. Once inside the hardware store, the suspects removed between 25 – 30 handguns.<br />
<br />
At approximately 9:00 a.m. Polk County Sheriff’s Office is called to a shooting at a convenience store located at 6980 S.R. 60 in Mulberry where two black male suspects armed with a handgun attempt to rob the store. During the robbery, the two store clerks are both shot by the suspects. Both victims suffered non-life threatening injuries. The suspects are seen fleeing in what was described as a maroon or burgundy vehicle, possibly a Toyota Camry. (Any inquires reference the robbery/shooting should be directed to Polk County Sheriff’s Office.)<br />
<br />
Hillsborough detectives worked together with Polk County deputies as they believe the burglary at the Ace Hardware store and the attempted robbery at the Polk County convenience store are connected. <br />
<br />
Hillsborough County detectives are able to obtain a surveillance video from a business in Hillsborough County that shows a Dodge pick-up and the burgundy or maroon vehicle with a suspect that matches the Polk County attempted robbery suspect getting gas at the business. Polk County detectives arrive in Hillsborough County and confirm that the suspect matches their robbery/shooting suspect. <br />
<br />
At approximately 12:45 p.m. on May 7th, Hillsborough deputies discover a white Dodge pick-up truck located at 605 West Ball Street. The vehicle is impounded and processed by Hillsborough crime scene detectives.<br />
<br />
At approximately 11:00 p.m., a Hillsborough County K-9 deputy locates the maroon Toyota Camry at Alabama Street and Maryland Avenue in Plant City. The vehicle was stolen out of Pinellas County. The vehicle is impounded to be processed by Hillsborough crime scene detectives.<br />

Hillsborough crime scene detectives work throughout the night of May 7th and early morning hours of May 8th to process the Toyota Camry and evidence that was obtained from both the Camry and the Dodge pick-up. <br />

Hillsborough detectives confirm that the Dodge pick-up was stolen out of Clearwater from the Auto Auction. Clearwater Police Department initiate the stolen vehicle report.<br />

Hillsborough crime scene detectives confirm identity of second suspect, Daniel Lee, who is also a Black Mob gang member. <br />

Based on information provided by Hillsborough crime scene detectives, Polk County ID section confirms that suspect Kimani James is suspect in armed robbery/shooting in Polk County. Polk County obtains arrest warrant for Kimani James charging him with Armed Robbery and Attempted Murder. <br />

Hillsborough County and Polk County obtain search warrant for the residence of Kimani James. Search is conducted.<br />

Hillsborough detectives identify and locate a second suspect, Daniel Lee. Lee is picked up by detectives and arrested after interviews are conducted. Lee is transported to the Orient Road Jail.<br />

Based on evidence obtained by Hillsborough detectives, a third suspect was identified and arrested. Kenneth Lee (cousin of Daniel Lee) was arrested in the area of South Collins and Maki Road in Plant City at approximately 4:00 p.m. <br />

On May 9, 2010 at approximately 2:07 a.m., the victim was driving his vehicle in the area of 5202 Highway 41 in Ruskin when he was forced to stop due to the suspect’s vehicle cutting him off. Once stopped, the victim was struck several times with a baseball bat and robbed of his money. The victim died as a result of his injuries. The suspects then fled the scene. The suspects were identified and both admitted to this offense. Both suspects are certified gang members.</span><hr>A spokes person for the Floridian Alert System told us that she believes that most of these kids are gang members and commit these horrible crimes for no other reason than to try and impress other gang members. She says that it is a very sad situation in Florida for these kids that get caught up in the wannabe tough guy thug click. Floridians are starting to arm themselves and have had enough. We interviewed over a hundred people in the Apollo Beach area and only 7 out of a 100 people were not armed with a weapon or hand gun and almost all of them stated that if they were to be robbed or attacked they would not hesitate to shoot the person. We are no longer safe in the state of Florida and this means there are more sad days ahead for our children and family members. Here at the Floridian Alert System we do our best to encourage people to arm themselves and be ready to pull the trigger. Our family and children need us and if we take the time to think instead of just pulling the trigger our children could end up without us. Once a young man becomes a gang member they have made a decision and they understand when they join these gangs that at some point in the future they will rob or kill an innocent person, it's what they do. Hillsborough detectives are investigating the homicide of 43-year-old Nathan Snyder. Thursday morning at approximately 1:07 a.m., a citizen called the Sheriff’s Office after discovering the body of Snyder lying on the ground near a Hartline bus stop in front of the Fairview Cove apartments located at Orient Road and Delano Avenue.<br />

Detectives interviewed neighbors in the area who stated that during the early morning hours they heard what sounded like gunshots. The victim died as a result of a gunshot. <br />

Hillsborough County detectives are asking for the public’s assistance in identifying the two individuals seen in the surveillance video. On May 15, 2010, the two suspects entered the Macy’s department store and one suspect expressed interest in a man’s ring (valued at $3,200). The sales clerk removed the ring from the display case and handed it to the suspect. After a few minutes of looking at the ring, he returned it to the clerk. He then asked to see it again so that he could take a photo of it with his cell phone. The second suspect then takes the ring and flees from the store.<br />

On May 23, 2010 at approximately 12:50 a.m., deputies responded to a shooting that occurred during a celebration at a rental party hall located at 11349 Bloomingdale Avenue in Riverview. During the celebration, a fight broke out between several of the attendants of the party. The defendant, Khayri McCray, was struck in the nose during fight. He then left the party hall as the chaperons were ejecting the individuals that were fighting.<br />
<br />
While a crowd formed outside the main structure, the defendant retrieved a firearm and fired several rounds in the direction of the crowd. The victim, Devante Dallas, received a gunshot wound to the chest and expired at the scene. Victim Jeffrey Thomas received a gunshot wound to his lower back and was treated and released from the hospital. Victim De Ron received a gunshot wound to his upper right chest and was also treated and released from the hospital.<br />
<br />
The defendant then fled the scene. Detectives were preparing an arrest warrant when the suspect contacted the Sheriff’s Office and advised he was with his parents and wanted to meet with detectives. At approximately 8:00 p.m., McCray arrived at the Hillsborough County Sheriff’s Office Criminal Investigation Division where he was arrested.</span>]]></description>

Hillsborough County Sheriff’s Office District Two property detectives are investigating a business burglary that occurred on May 15, 2010 at 2:42 a.m. The suspect used a large landscaping rock to shatter the business window and gain entry. Once inside the business, the suspect took cigarettes and coins. The suspect was captured on surveillance video.<br />
